The Asbestos Gate: A Practical Guide to Survey, Removal and Renovation Timelines in Japan

 

Buying an older Japanese property and planning a renovation? The thing most likely to derail your schedule isn't design, materials or contractor availability. It's asbestos.

Many overseas buyers assume the sequence is: sign, find a contractor, start next month. Then, a week before work begins, they learn that a survey is legally required first — and the whole project slips by a month or more. This is what actually happens between "we've decided to renovate" and "the builders are on site."

First, understand this: the survey applies to every job

This is where most people go wrong.

- A pre-work survey is mandatory for every demolition or renovation job, regardless of contract value and regardless of how new the building is.

- A 500,000 yen minor renovation still needs a survey. The 1,000,000 yen figure is the threshold for reporting results to the authorities — not the threshold for doing the survey.

- Buildings constructed after September 2006 still require confirmation and a record, though drawings and completion documents are usually enough and no sampling is needed.

- Thinking of splitting one contract into two to stay under 1,000,000 yen? That loophole is already closed. Where the same contractor takes on multiple contracts, they are treated as one.

Electronic reporting to the labour standards office and the prefecture is required when:

- Demolition work covers 80 square metres or more of floor area

- Renovation work has a contract value of 1,000,000 yen or more, including tax

- Work on structures and equipment installations has a contract value of 1,000,000 yen or more

The survey must be done by a certified investigator

Since October 2023, only certified investigators may carry out pre-work surveys. Using an uncertified person can expose the client to penalties.

There are three certification levels:

- Specified building materials investigator

- General building materials investigator

- Detached-house investigator, limited to single-family homes and the interiors of individual apartment units

One recent change matters a great deal for commercial buyers:

- From 1 January 2026, structures and equipment installations — chimneys, boilers, piping, substations and switchgear, storage vessels, industrial furnaces — also fall under the certified-investigator requirement, with a separate certification.

- For hotels, older office buildings and converted industrial premises, this is significant. "It's only a mechanical job" is no longer a way around it.

Three hazard levels, and why they decide your schedule

The more friable the material, the tighter the controls, the longer the work, the higher the cost.

Level 1: sprayed asbestos and sprayed rock wool containing asbestos

- Typically found in plant rooms, lift machine rooms, fireproofing on steel frames, and parking garage ceilings

- Requires full containment, negative-pressure extraction, an airlock, air monitoring during works, and post-removal clearance

- Longest duration, highest cost, and effectively the only category that attracts subsidies

Level 2: thermal insulation, fireproofing and heat-insulating materials

- Typically pipe lagging, boiler surrounds, roof insulation

- Also requires containment and negative pressure, but usually over a smaller area

Level 3: formed boards and sheet materials

- Roofing slate, calcium silicate board, exterior wall panels, sheet vinyl flooring, ceiling boards

- Lowest friability, but fully regulated since 2021

- This is what the overwhelming majority of residential buyers will encounter

The actual timeline

The sequence below runs from decision to renovate through to the first day of ordinary construction work. What matters is which stages can overlap and which cannot.

 

Stage one: engagement and document review, roughly three to seven days

- Assemble design drawings, as-built drawings, material specifications and past repair records

- The certified investigator makes an initial paper assessment

- Common complication with older stock: the drawings are incomplete or simply don't exist, in which case everything rests on site inspection and this stage runs longer

 

Stage two: site inspection and sampling, roughly one day

- The investigator works through the building element by element

- Anything that cannot be determined visually gets sampled

- Sample counts depend on size and variety of materials. A small timber-framed house might need one to four samples; a three-storey steel-framed apartment building can run to ten or twenty-eight

 

Stage three: laboratory analysis, roughly five to ten working days

- Qualitative analysis to the relevant Japanese Industrial Standard

- Some labs offer expedited turnaround as fast as twenty-four to seventy-two hours, at a premium

- There is a genuine strategic choice here. For a very small area — say a single patch of sheet vinyl in a toilet cubicle — it is often faster and cheaper to skip analysis and simply treat the material as containing asbestos

- The reverse applies to large areas. For sheet flooring running the length of a corridor, disposal costs under the presumption rule will far exceed the analysis fee, so testing pays for itself

 

Stage four: reporting and statutory notification, fourteen days minimum

- Survey results are filed electronically

- For Level 1 and Level 2 work, notification to the prefectural governor must be completed no later than fourteen days before work starts

- Those fourteen days are fixed and cannot be compressed. This is the single most underestimated item in most schedules

- Note carefully: the legal duty to file the prefectural notification sits with the client — the owner — not the contractor. In practice the main contractor usually handles the paperwork, but the liability is yours

 

Stage five: removal works

- Level 3: several days to one week

- Level 2: one to three weeks

- Level 1: two weeks to over a month, covering containment setup, removal, air monitoring, clearance, and containment dismantling

 

Stage six: waste handling and record keeping

- Level 1 and Level 2 waste is specially controlled industrial waste, requiring a licensed handler and a manifest trail

- Level 3 waste is classified as asbestos-containing industrial waste

- Survey records must be retained for three years and displayed at the work site

Stage seven: ordinary renovation work begins

Rules of thumb for padding your schedule:

- No asbestos found: add two to three weeks to your original renovation timeline

- Level 3 only: add four to six weeks

- Level 1 present: add two to three months, and rebuild your budget from scratch

What it costs

These are common market ranges. Actual figures vary by property condition, region and contractor.

Pre-work survey

- Site inspection and sampling: roughly 40,000 to 80,000 yen

- Small timber-framed house, around 80 square metres, one to four samples: roughly 100,000 to 200,000 yen all in

- Three-storey steel-framed apartment building, around 150 square metres, ten to twenty-eight samples: roughly 450,000 to 1,000,000 yen all in

Laboratory analysis

- Roughly 20,000 to 50,000 yen per sample

Removal

- Level 1: roughly 15,000 to 85,000 yen per square metre. Unit rates rise sharply as area falls, so small isolated patches are disproportionately expensive

- Level 2: roughly 10,000 to 60,000 yen per square metre

- Level 3: roughly 3,000 to 10,000 yen per square metre; asbestos cement roofing around 2,000 to 8,500 yen per square metre

Subsidies

- National and municipal subsidy schemes exist, but eligibility is almost entirely confined to Level 1 sprayed asbestos, covering survey and removal

- The asbestos cement roofing and wall panels found on ordinary houses are outside the scope in most municipalities

- Terms and budget allocations vary widely between municipalities and are typically annual and first-come, first-served. Confirm before you count on it

Practical notes for overseas buyers

- For anything built before the 1990s — particularly 1970s and 1980s commercial buildings, hotels and older apartment blocks — assume asbestos is present from the outset. Put the survey cost and a potential removal cost into your acquisition budget rather than treating it as a surprise later

- The explanation of important matters provided at purchase will state whether an asbestos survey record exists. Read that carefully: no record does not mean no asbestos. It only means nobody has ever looked

- If you intend a substantial renovation, the ideal move is to get a certified investigator into the building before you sign, or at minimum to write an inspection period and a cost-sharing arrangement into the purchase contract

- Income properties deserve particular care. A meaningful area of Level 1 removal can consume more than a full year of rental income, which changes your yield calculation outright

- When choosing a contractor, confirm they hold the investigator certification and the asbestos work supervisor qualification, and ask for comparable completed projects. The lowest quote frequently costs more by the end

- Keep the paperwork. Survey and works records are not only a legal requirement — they become valuable evidence of the building's condition when you come to sell

Asbestos is not the problem. Failing to give it a slot in your schedule is. Put the survey before the design work rather than after it, and most of these headaches never materialise.
